Eligible
professionals (EP’s)
who choose to electronically report quality measures
via a QCDR must use QRDA 3 as the electronic transmission
standard for transmitting a submission.
CMS announced that that EPs
choosing to electronically report quality measures must
be able to audit patient level records that were used to
generate the QRDA 3 electronic document.
In order to provide QCDR services for many
practices, patient data is retrieved and merged from multiple
electronic record systems at the practice site. This
information is then compiled into a QRDA 3 document to be submitted
to CMS.
CMS requires that all source records used
to compile the QRDA submission are available for review for
audit.
This requires an extensive audit trail that is HIPAA secure.
QRDA 1 and QRDA
3 are both required reporting
formats for certified EHR technology (CEHRT). According to this proposed
rule, eligible professionals must utilize QRDA 3 (aggregate data) for PQRS and EHR Incentive Program Stage 2 reporting.
